Elvira was the twelfth of twelve children born October 21, 1954, in the Cross Green Community, to the late James Ellie and Pearlia Mae Simpkins Green. She graduated from Swainsboro High School with honors and continued her pursuit of higher education at Fort Valley State College (University) in Fort Valley where she graduated (Cum Laude) with a B. Elvira joined Piney Grove Missionary Baptist Church as a child, and she became a missionary for life. She was a force in establishing and operating the Youth Enrichment Program (YEP) and helped to establish Piney Grove’s Green Family Scholarship Fund. Helping the church fulfill its servant mission, Sister Jackson also coordinated events, including church trips; chaired the Finance and Food committees; sang in the choir, and was the general “go-to” for “all things Piney Grove.
Elvira aligned herself with other organizations that focused on community engagement. At the pinnacle was her sorority, Alpha Kappa Alpha. Elvira was a charter member and subsequently, served as president of Nu Upsilon Omega Chapter. As a member of the international Ivy Historical Commission, she also created a “Bites of History” learning module (2025), and she served on the Editorial Advisory Committee for the sixth (2006), seventh (2010), eighth (2017), and ninth (2024) editions of Alpha Kappa Alpha’s official histories.
